NOTICE
on the acquisition and distribution of
material by the Federal Government's Public Relations

1. In its decision of 2 March 1977 the Federal Constitutional Court set limits for public relations work which are binding for all constitutional bodies of the Federation and the Federal Länder as well as for all courts and authorities. The Court expressed its expectation that political parties, electioneers from among them and those supporting their work in the course of election campaigns respect the obligation of the Federal Government to guard against printed material it has prepared for the purpose of public relation work being used by the political parties themselves or other organisations or groups supporting them during election campaigns for campaigning purposes.

2. The Federation and the Federal Länder have agreed that without prejudice to the permissible distribution of information material by the Federal Government in order to inform political party members, electioneers and elected officers there will be no distribution of such material by political parties, their members or electioneers from among them also outside pre-election times until further notice.

3. This regulation applies irrespective of when and via which channel information material was provided and irrespective of its content, form and the number of copies. Information material must also not be made available to third parties for distribution purposes prohibited according to 2.
